This web site
is intended to serve as an internet accessible handbook
with the
purpose of assisting Department of Defense personnel engaged in
the
Major Headquarters Activity (MHA) management and/or reporting of
MHA
budget and personnel data in implementing DoD Directive 5010.73,
"Major
DoD Headquarters Activities," May 13 1999. This directive was
revised
in 1999 to comply with Section 911 of the FY 1998 DoD
Authorization Act
(PL 105-85), which directed the Secretary of Defense
to provide
recommendations for the revision, replacement, or
augmentation of DoD
Directive 5100.73, "DoD Management Headquarters
and Headquarters Support
Activities," dated November 12, 1996. In
particular, Congress expressed
the belief that there was a need to
revise the definition of the terms
"management headquarters
activities" and "management headquarters
support activities" so that
those terms would apply uniformly throughout
the
Department.
As the Department continues its vigorous
transformation of its
operations, processes, and systems, including
the continuing
reengineering of MHAs, there is also a continuing need
to ensure that
the provisions of this directive will be interpreted
properly and
applied consistently among DoD components. As doctrinal
concepts and
organizational structure evolve, the handbook will
provide guidance and
information to minimize misinterpretation,
ensure consistency, and
provide continuing clarification of policy.
The handbook features
additional information that should prove useful
to DoD personnel engaged
in the management of DoD MHAs and the
reporting of MHA data, including
the following:

implementation of the directive, including common mistakes and
discussion of areas in which proper quantification of MHAs may
require particular care.
